My Lord,

Hongkong, 25th November, 1907.

I have the honour to forward a communication from Mr. P. K. Kay, C.M.G., (Colonial Secretary) asking that his name may be considered for appointment to the Governorship of Newfoundland whenever it becomes vacant.

2. Mr. Kay was appointed a Cadet in November 1881 and has served in the Colony continuously since February 1883.

He was appointed to the responsible post of Captain Superintendent of Police in February 1896 and became Colonial Secretary in April 1902. He has administered the Government on three separate occasions.

3. My predecessor expressed to me the opinion that Mr. Kay was well qualified for appointment as a Governor, and my own judgment endorses the view expressed by Sir M. Nathan.

During the short time I have had the honour to be in Hongkong, I have formed a very high opinion of Mr. Kay's abilities.
